I think it's possible, but would probably be rare enough we probably won't deal with it too often. Just because if there is an item like that around, I doubt there would be too many of them. Someone would have outed its existence if there was a bunch, right?

Yeah. There's also the whole losing memories thing--someone had pointed out during trial that Shiro admitted that if he lost certain memories, he might be willing to kill. It could be the case of a lot of people. If you lose the wrong ones, you might be less nice.
