Yeah. Truth is, people are selfish. They'll only react when things affect them personally. For good, or for bad. The more they lose, the more they'll lose sight of what's in front of them and focus only on what they've lost.
I have often found that to be the case, yes. Should this become an established pattern, their focus will be drawn to both those losses and to preventing further ones, forgetting the greater purpose served here and that individual lives should not be prioritized over it-- their energies will be diverted, and they may well put the entire endeavor at risk.
