Technically I guess we are? But they don't really manifest until we're about four years old or so, and then figuring out how to control it can be pretty difficult.

Like, my classmate Deku-kun just got his quirk a little while before we started high school, and he's always breaking bones because his body can't handle it or something... It's pretty painful to watch sometimes, but it is amazing how he never lets that stop him, you know?

Fifteen is usually when formal hero training starts - I just stared this year. If they know they want to be heroes, most people start long before now, and just train by themselves or their parents, but we're not legally allowed in the field until we get our provisional licenses.
