It can handle a few violations. But there's so many people who are also breaking the same rules, so it goes from a few violations to too many very quickly.

We told people that the Realm is actually pretty firm on its rules, and that disregarding them too much will make it less stable. It's already more fragile than people think it is--which is, again, something we have been repeating a lot. So we have to patch up all the holes that keep popping up.
[ Jeanne can't really say I'm sorry for something she didn't do because she had been treating the rules and the Realm as such, as she'd been told (because unfortunately, she is lawful good sometimes), but... ]
